WASHINGTON — A Washington critical-minerals consultancy has signed a $1 million, one-year contract to win access to senior U.S. officials for a Congolese mining company, according to records filed with the Justice Department under the Foreign Agents Registration Act.

The filing is one of several new FARA registrations this month. In another, a London communications firm said it will seek “balanced and accurate coverage” of Cristina Fernández de Kirchner, Argentina’s former president, including from U.S. media outlets. In a third, a Washington law firm registered for a company negotiating with Indonesia over payment of an international arbitration award.

$83,333 a month for Congo access

Greentech Minerals Holdings Inc., which does business as GreenMet from an office at 1825 K Street NW, registered Oct. 16 as FARA registrant No. 7779. Its foreign principal is Kamituga Mining SA of Kinshasa, which the filing describes as a mining and mineral trading company working across Africa, Europe, Asia and the Middle East.

According to the filing, Kamituga is 100% owned by Shomka Resources LLC of Hollywood, Fla., and controlled by Victor Shomary Kasongo, Shomka’s chief executive. The filing says Kamituga is not owned, directed or financed by any foreign government.

The engagement letter, dated Sept. 30, sets a total fee of $1 million, paid in 12 monthly installments of $83,333.33. GreenMet agrees to “develop the relationship between Client and the United States at the highest levels, including senior U.S. government officials and U.S. government agencies.” That includes arranging meetings, preparing the client for them and “helping to draft key points for negotiations.”

The letter also commits GreenMet to “promote the restoration of the strategic partnership between the countries including trade, security, and business/industrial ventures.” Shomka can end the contract after three months, without penalty, if it finds “a lack of results.”

The filing says the firm may contact the White House and National Security Council; the departments of State, Defense, Energy, Commerce, Treasury and the Interior; the U.S. International Development Finance Corporation; the Export-Import Bank; and congressional committees on foreign affairs, armed services, appropriations, intelligence, energy and homeland security. Topics include bilateral defense and security cooperation, critical-minerals policy, financing and “Democratic Republic of the Congo political and public interests.” The firm reported no payments received yet.

GreenMet’s chief executive, listed as Andrew Luxton Horn, goes by Drew Horn. His company biography describes him as “the former top US official on strategic minerals and energy supply chain development,” with past posts at the White House, the Office of the Director of National Intelligence and the departments of Energy and Defense. Sabrina Katz is listed as providing government relations, outreach and research.

The contract comes as Washington and Kinshasa carry out the U.S.-DRC Strategic Partnership Agreement signed Dec. 4, 2025. It gives U.S. companies a right of first offer on projects in a “Strategic Asset Reserve” of critical-mineral and gold assets. The filing doesn’t say whether Kamituga is seeking such a project.

A media push for Cristina Kirchner

Milton Advisers Ltd, a London strategic communications firm founded in 2024 and owned equally by Louis Rynsard and Alexander Walker, registered Oct. 7 as No. 7776. The filing lists Fernández de Kirchner as the foreign principal, in care of Nazar Partners FZ-LLC in Ras Al Khaimah, United Arab Emirates.

Milton says Nazar engaged it to provide “international strategic communications and media engagement services, including the development of a communications strategy aimed at securing balanced and accurate coverage of former President Fernandez de Kirchner.” It adds that some of the work “will involve a U.S. audience, including, for example, U.S. media outlets.” The firm said it had already sent informational materials by email, and it reported no payments.

Fernández de Kirchner, who served as president from 2007 to 2015 and later as vice president, is serving a six-year corruption sentence that Argentina’s Supreme Court upheld in June 2025. A court allowed her to serve it at home. This week, a court ordered two more corruption cases against her, known as Hotesur and Los Sauces, combined into a single trial, La Nación reported. She has denied wrongdoing and calls the cases political persecution.

An arbitration award against Indonesia

Wiss & Partners LLP, a Washington law firm whose sole partner is Marcia A. Wiss, registered Oct. 18 as No. 7781 for Detente Corporation of St. Michael, Barbados. The filing says Wiss represented Detente as legal counsel “in arbitral action against the Government of Indonesia.”

A second person listed on the filing, Lorin S. Weisenfeld, will help the firm negotiate “with the Government of Indonesia about paying the international arbitral award against it.” The filing doesn’t identify the arbitration or the size of the award, and the Inquisitor couldn’t find a public record of it. The firm reported no payments.

Filing a FARA registration isn’t an indication of wrongdoing. The law requires people acting in the United States for foreign principals in political or public-relations work to disclose it.

The Inquisitor sent requests for comment to GreenMet, Victor Shomary Kasongo of Shomka Resources, the Embassy of the Democratic Republic of the Congo, Nazar Partners and the Embassy of Indonesia on Wednesday afternoon, before publication. This story will be updated with any responses.
