WASHINGTON — Forty-eight House members reported 868 stock, bond and other securities transactions dated July through September 2026, according to periodic transaction reports filed electronically with the Clerk of the House through Oct. 22. Three members, Reps. Gil Cisneros, D-Calif., Kevin Hern, R-Okla., and April McClain Delaney, D-Md., accounted for 486 of them, or 56%.

The reported trades were valued at between $27.5 million and $73.9 million combined. Members report values only in broad ranges, so the true total falls somewhere in between. Purchases numbered 357, sales and partial sales 496, and exchanges 15. About 84% of the transactions involved individual stocks; most of the rest were municipal bonds and other debt.

The count is not final. Members have up to 45 days to report a trade, so September transactions can be reported until mid-November. It also excludes reports The Inquisitor could not machine-read, nearly all of them filed on paper. Since July 1, ten members have filed such reports, including Reps. Michael McCaul, R-Texas, Ro Khanna, D-Calif., and Diana Harshbarger, R-Tenn. No ethics office, prosecutor or court has found any trade listed here improper.

Both parties trade

Republicans outnumbered Democrats among the traders, 27 to 21, and Democrats reported slightly more transactions, 452 to 416. Democrats reported far more value: $21.9 million to $56.4 million, compared with $5.7 million to $17.6 million for Republicans. Much of the Democratic total came from bond accounts held by the spouses of Peters and of Rep. Suzan DelBene, D-Wash., which can carry large values with few trades. Twenty-eight of Peters’s 33 reported transactions were municipal bonds or Treasury bills.

Microsoft was the most widely traded stock, appearing in the reports of 10 members from both parties. Apple followed with seven, and Nvidia, Alphabet, Home Depot and Abbott Laboratories each appeared in five members’ reports.

The single largest reported trades were purchases by the husband of Rep. Nancy Pelosi, D-Calif. On July 24, Paul Pelosi bought 10,000 shares of Bloom Energy and 100 call options on the company, each line valued at $1,000,001 to $5,000,000 (report). Hern reported a joint exchange of ONEOK stock valued at $500,001 to $1,000,000 on Sept. 11, and Gottheimer reported same-day purchases and sales of Microsoft options on Aug. 14 (report).

Reports filed after 45 days

Sixty-three of the third-quarter transactions were reported more than 45 days after they occurred, the outer limit the STOCK Act sets, based on the dates on the reports. Fifty-four were Cisneros’s, in a report filed Sept. 4 covering July trades (report), which The Inquisitor described on Tuesday. Eight were Peters’s: one municipal bond purchase reported 47 days after the trade (report) and seven trades in bonds, Treasury bills and a private fund reported 46 to 49 days later (report). Rep. Laurel Lee, R-Fla., reported an Aug. 24 sale of Bank of America stock, valued at $50,001 to $100,000, 53 days later (report). House rules set a $200 fee for a late report, which the Ethics Committee can waive.

Compared with earlier quarters

For comparison, reports filed so far show 1,047 transactions by 55 members in the first quarter of 2026 and 895 by 64 members in the second. In the third quarter of 2025, 55 members reported 1,457 transactions; Rep. Lisa McClain, R-Mich., reported 411 of those and Rep. Val Hoyle, D-Ore., 186. Because of the reporting lag, the latest quarter’s count is likely to rise.

The House passed the Stop Insider Trading Act, H.R. 7008, which would bar members, spouses and dependent children from buying new individual stocks, on July 22. A Senate cloture vote on the bill failed Sept. 30.

The Inquisitor is requesting comment from the offices of Cisneros, Hern, McClain Delaney, Salazar, Peters, Newhouse, Taylor, McCormick, Gottheimer, DelBene, Pelosi and Lee through their published office contact lines and web forms, and is seeking views from the Project On Government Oversight, Citizens for Responsibility and Ethics in Washington, the R Street Institute and the Bipartisan Policy Center. Responses will be added when received.
